Before you see the documents, I want to explain why they matter. Every year, the City of Cape Coral budgets millions of taxpayer dollars for personnel and operational expenses. Yet year after year, a significant portion of those funds goes unspent because positions remain vacant or hiring falls behind projections. Instead of budgeting based on realistic staffing hiring expectations, City Hall continues to appropriate the full amount, creating millions of dollars in excess budget authority that is later repurposed for pet projects and overspending by mismanagement of current projects. I don't believe that's the way taxpayers' money should be managed.
As I've reviewed the City's financial records, I've found that simply budgeting personnel and operational expenses more accurately could save Cape Coral taxpayers approximately $11 million without laying off a single employee or reducing essential city services. If the City Manger finds a need for more funds to get the people we need, he should come back to the Council and we can our $60 Million in reserves to meet that need.

My goal is simple: bring greater transparency, hold government accountable, and prove that we can spend smarter before asking taxpayers for another dollar.
