Cape Coral has done an excellent job documenting and securing FEMA and State reimbursements following Hurricanes Ian and Milton. According to the City's own reports, we've already been awarded more than $93 million, with over $81 million already received. The question every taxpayer should be asking is this: How much of that money is paying the City back for expenses already covered by previous budgets and previous taxpayers? If those dollars are replacing money we've already spent, they belong back in the taxpayers' balance sheet, not quietly absorbed into future budgets without a public discussion.
The documentation you're about to see raises an important budgeting question that City Hall hasn't fully answered. We know that reimbursements from Hurricane Irma and COVID relief helped build approximately $12.8 million in reserves that were later used for other purposes. If history is any guide, the reimbursements from Ian and Milton could represent another significant opportunity to strengthen the City's finances or reduce future burdens on taxpayers. Before we ask residents to pay higher taxes, higher utility bills, or higher assessments, we should first account for every reimbursement dollar the City has already received and determine how those funds can offset future costs.
This would be responsible financial stewardship in action.
